What deposit-protection standard actually means

Cleaning is one of the most common causes of deposit disputes at the end of a tenancy. When a dispute goes to a deposit protection scheme, the adjudicator compares the condition recorded at check-in with the condition at check-out — the property doesn't have to be spotless in the abstract — it has to be handed back as clean as it was received. Fair wear and tear applies to the condition of a property, not to cleaning: the schemes are clear that dirt isn't wear and tear.
