Do you legally have to pay for professional carpet cleaning?

Since the Tenant Fees Act 2019, landlords and agents in England can't require tenants to pay for professional cleaning as a condition of the tenancy. What the law expects is that the property — carpets included — is returned in the same state of cleanliness it was received in. And unlike damage, cleaning carries no allowance for wear and tear: dirt isn't wear and tear.

In practice, that's exactly where carpets cause deposit conversations: a vacuum deals with the surface, but marks, odours and ground-in dirt show up in the check-out report. If the carpets were clean at check-in, a professional carpet clean is often the simplest way to hand them back that way.
